Project Description: The Former Town of Newton Gravel Pit (Former Newton Pit) is the location of past disposal practices that included discharge of liquid industrial wastes during the 1960s and early 1970s. Site investigation activities have delineated soil impacts and defined a light non-aqueous phased liquid (LNAPL) free product plume within the Western Source Area and identified a shallow groundwater contaminant plume that extends east-southeast to Silver Creek (the Groundwater Treatment Area). The Former Newton Pit is a Wisconsin Department of Natural Resources (WDNR) recognized environmentally impacted site (BRRTS No.: 02-36-000268) and the environmental remediation scope of work has been reviewed by the WDNR. The environmental scope of work for the Contract includes construction of an engineered cap in the Western Source Area along with an engineered groundwater treatment pond in the Groundwater Treatment Area. Within the Western Source Area a general description of the scope of work includes: An engineered cover system (i.e. cap) designed in accordance with WAC Chapter NR 500 requirements to address direct contact and groundwater infiltration exposure pathways and also meet EPA TSCA regulatory requirements. The cap will cover an approximately 61,000-square foot area and be constructed with geosynthetic clay liner. No excavation into the contaminated soils within the Western Source Area will be allowed. Excavated soil from the engineered groundwater treatment pond will be placed within the capped area as fill, as well as identified adjacent fill zones. The general description for the engineered groundwater treatment pond scope of work includes: The engineered groundwater treatment pond is approximately 500 feet long, 160 feet wide, and 20 feet deep designed to intercept and treat the groundwater contaminant plume in the mined area immediately down gradient of the Western Source Area. The pond will be equipped with a floating solar-powered mixer. Treated groundwater will be discharged through a channel and pipe via gravity to Silver Creek.
Additional Description: A Bid Bond or Surety 2000 in the amount of 5% of the bid must accompany each proposal as a guaranty.
